That's more than likely the problem - plug the hole(s) and see what happens. You could have a bad O2 sensor, especially if you have a lot of miles on the car, but the hole needs to be plugged for proper operation.

Monitoring the O2 sensors with an OBD/CAN tool will help you troubleshoot. The FSM (link in my sig) is a valuable (and free) resource for all DIYers.
