That is a possibility but the air coming from the vents doesn't seem cold enough for the a/c to be running on the coldest setting. It may not be as cold as deliberately turning on the A/C, it is however much cooler than running without AC. With it being mid 90s out the air coming from the vents is going to be mid 90s also unless you run the AC. The AC may not automatically kick on if the thermostat is set to the coldest setting when the car starts, it does if I turn it to the coldest setting from a higher setting afterwards though. You can completely cut off the AC by turning it on then back off.
