In the US, technically illegal. That being said both my motorcycles strobe the brake light when I first pull the lever, I've never been hassled over it. I think it's much safer.

This popular Mechanics article for one mentions it.

DOT, FMCSA, NHSTA, they all have language similar to this (this came off one of those actually):

"Requirements for lamps other than head lamps, Lamps to be steady-burning. All exterior lamps (both required lamps and any additional lamps) shall be steady-burning with the exception of turn signal lamps"
