This behavior is not really specific to SC.... In fact, staying out of boost is even easier in a turbo application (hence the existence of turbo lag)...
In the general case with this type of SC:
SC will make boost sooner, but will only make full boost at the top of the rev range
Turbo will start making boost later, but make full boost much earlier in the rev range.
All else being equal...If the goal is to be able to granny around town without boosting until you push down on the pedal, turbo is probably the way to go. All else, however, is rarely equal. =)
Every now and again I attempt to spend an entire tank driving like an old lady just to prove to myself that the car is still capable of achieving its OEM spec gas mileage (it does!).
