Actually, the only part that requires 'permission' (in some places) and a 4473 everywhere else, is the receiver (usually because that's where the serial number is at). That being said, if you have access to good power tools, there are several good manufacturers that sell 80% lowers & jigs (you have to do the final machine work) that will NOT require a 4473 or permission, because they are not firearms. You can buy all the other pieces you need to finish the gun off the inter webs or from a friendly gun store that sells parts. Primarily, this is for AR platform guns. I have built a .45 from parts, I still had to fill out a 4473 to get the frame. Everything else, I paid cash for at gun shows, by mail, etc.


If you go the 80% route, know this, you won't be able to sell it. The BATFags object strenuously to people selling unserialized weapons....
