AAM TT + Cobb - Emissions Not Ready

Second owner of Lou's infamous 370z. Short story; I'm struggling to get the catalyst and evap system sensors to come ready and can't get my new tags without passing emissions, so thought I would reach out to the team here for some help.
Background. For those who aren't familiar; 09 370z, Accessport, AAM TT, and a mass of other mods. Car runs great day to day. I've passed Colorado emissions prior years without issue, however, over the winter my battery went dead and cleared the ready state of my sensors. I've driven hundreds of miles since (cleared codes, changed maps, etc) and can't get the sensors for cat and evap to come ready. The rest check in without issue. I have a bluetooth ODBII scanner that I watch them with. I do get a P1421 from time to time so just had the ECM reflashed this week. It went away but then just came back. From what I've read here, that code is a bit notorious with tunes.
So I have a few questions;
1. Will the Cobb AP impact the sensors coming ready? I've read some have uninstalled the AP to get them to come ready and then put it back after emissions. Doesn't seem to be much experience out there with AP on our cars. I tried the same but get lean codes instead. Bit of a catch 22.
1a. If I had the ECM reflashed and then reapplied the tune, will that undo anything the ECM reflash did to help. My assumption is it's a layered system, so I wouldn't expect an impact but wanted to ask.
2. I've tried a number of drive cycles including those in the FSM. Given my lack of success, and the very gray nature of the instructions (chart and sub text), is there any specific routine I should be following to focus in on evap and catalyst specifically. Specific steps would be fantastic.
3. I reseated cables on the evap canister (rear) and the regulator (back of motor). There was also no pressure in the hose via the service port. Car hadn't been driven hard or nor was it that hot out, so that may be expected. I don't know much about the evap system. Anything else to check or test specific to evap or cat that may rule things in or out?
Here in CO after your plates expire, you can get a 10 day temp to get anything needed done and pass emissions. After that they will only give 1 day extensions. So it's been VERY painful to get extensions to go drive aimlessly each day in hopes something will change. I'm really looking at any option or suggestions at this point to be done with this headache.
I've attached the report output from my scanner if that helps on the above.
As an aside; While the Cobb AP has been working well enough on the vehicle otherwise, I want to get it tuned for the altitude here, however, Cobb + 370 is no longer supported and has shocked all the local shops that it was ever a supported combo. The preference seems to be Uprev, so I might switch over. Anyone on FI and uprev had any of these issues? It's about $900 to make the move, so I just don't want to end up back here with the same issues or others.
Love to get this car back on the road in time for spring/summer driving here in the mountains. Any suggestions would be VERY appreciated.
