Yes, this is online. There is a bunch of apartments you can purchase. Your buddies can come over and hang out while you figure out what you want to do. Plus you can get away from the people spawning tanks and attack 'copters.
The fun part is that you can see other players from your apartment window. Every once and a while a player will crash a plane into the building or go sailing by with a parachute.
