No, the fluid does not have to be replaced when the CSC needs replacing. If the $150 includes fluid, then I guess that's not an unreasonable shop price. I just don't see any reason paying someone because it is super easy to DIY. It costs me ~$60 in Redline gear oil, a $7 reusable pump, $1.50 for a couple of washers/gaskets for the drain/fill plugs, and 10 min to drain and refill the fluid.
