The issue here is with all the weight I reduced it seems I had to go maxxed out low on the spring and when it's in the perch BEFORE pre-load is set it can wiggle about a 1/4 inch. Normally the spring would not be able to move up and down.
So I set extra pre-load on the spring and it's snug but I've never encountered needing to go max lowering like this.

Well I'm not sure if I am following you but of course the springs will winggle with no preload, that is why you preload the spring. If you are trying to find out what "max" low is for BC then undo the shock from the knuckle, adjust the spring collars all the way up, use a floor jack under the spring and jack up until you compress the spring 7mm (according to BC they want 7mm preload). Now adjust the shock until the bolt hole lines up with the knuckle. Secure the shock and lock the shocks collar, remove jack. Now you will have you 7mm preload at max lowering. That is your lowest ride height.
