State inspectors here in Texas do that all the time. They hardly know the code at all, yet talk like they wrote the damn thing. Hand them the code book and it's like they're trying to breathe underwater or something. They can't understand the code language and don't bother to try, and then they spread misinformation between themselves
Yet we're patronizing when we try to explain the code they obviously do not understand to them in order to save our clients tens of thousands of dollars in construction changes because they are requiring something that isn't required by the code
