I think your idle rpm may have a big role in this, if tuner can get it to idle lower then pedal should respond quicker, at least what i've noticed between tunes (uprev). Pedal has a direct relationship to rpm so if you're idling at 1100 then you'll need to press the pedal a bit for it to increase rpms.
