All versions of the ESCL are prone to failure. The ESCL must be plugged in but does not have to be in place. I forget the exact symptoms of ESCL failure but you can find them using the link in my sig.

If your symptoms match, I suggest re-installing the ESCL and beating it like it owes you money while trying to start the car. If you manage to get the car started, remove the ESCL fuse before you turn the car off (it helps to have the IPDM already pulled).
