Read through the ESCL threads and verify whether or not it is the problem. If so, pull the fuse.

The whine could be several things: ESCL (sound comes from underneath dash at steering column and stops after a few seconds), fuel pump (behind seats, always on when engine powered up), engine (TBs, VVEL, etc), or ECM (passenger footwell).
