As a DE instructor for many years, I agree completely to new students bringing out their stock car with stock tires and learn the basics of car control and high speed driving. Learning the basics, learning the track, turn in, apexes, smoothness on the controls and correct application of controls is key. Do those things and speed will come as a result, and speed with control. Then, you can start the modifications to enhance the cars capabilities and raise your own capabilities in concert.
