I can imagine a 45mm being needed because who ever recommended those size wheels for your car gave you some horrible specs. We usually recommend 9.5 in the front and 10.5 or 11 in the rear.
We ran a 19x11+15 on our car for a little bit and needed a 20mm spacer to make it sit flush. Keep in mind this car was lowered, so we had negative camber to compensate for.
Since your wheel is 1.5" more narrow, then you will probably need something close to 45mm to close the gap. However, I would NOT suggest buying a spacer that big.
