Is that what he actually wrote on the ticket? If that's the case there's definitely shenannigans. Just for instance , here in Florida the limit is not absolute. By law the maximum penalty for up to 6mph over the posted limit is a verbal warning. The workaround for people who "earn" a ticket is to cite for violation of a traffic control device. In either case it has to be articulated that the officer is certified to operate the device. The device has been calibrated and tested before and after the shift and the device is only used to support a visual estimate of the observed vehicles speed. Don't know the specs of this stop but to be cited for 1 over ...............yeah chat about that one at the bench.
