Used a volt meter to do what? Check the fuse? Check the jack? Check the wiring?

If the fuse is good, check that you have power at the jack. If you have power at the jack but plug still doesn't work, then the jack and/or plug is messed up and will need to be replaced. If no power at jack, start following the wiring.
