Yeah, sadly unless you create a minuscule gap of some sorts, the issue will come back... I thought about something different than the 3m double sided tape, but in the end went with that. I am extremely picky with how my cars look so I went ahead and did this myself, really took my time aligning the front bumper and putting that 3m tape as far back as possible into the fender, it is invisible, and it has held for over 6 months now. To keep it consistent, I put the same amount of tape on both sides, passenger and driver side, I honestly don't think anyone would know that is there unless I tell them but it created enough of a gap where front bumper doesn't touch.

The shop that repainted my front bumper recommended the double tape and advised against me putting some clear mask type of material, they thought based on past experience, that vibration will simply make that look bad over time and it will come off. They also told me to watch it and if the 3m tape moves around for any reason to simply replace it. It has not in over 6 months. Good luck, hope you find a solution that makes U happy.
