You can't really miss the sign that indicates there is a charge. It's like going through a prepaid toll road

After I had entered to a freeway, later I saw a sign that a something like 'FastLane?' is ahead. Then I changed my lane immediately to go out there even though my side was blocked by straight lines because I did not want to violate anything.
They put their fastlane just like an extension of a freeway. I even didn't have any chance to determine whether or not to enter into that way.
Can I charge you a fine every morning you pass through after buying some land in front of your home that actually it is my 'fastlane' ?
Totally out of common sense. This is a trap. I came to a post office to send my claim letter to their customer service, but now it is closed.
