So figure this out. Apparently my area just got the "upgraded" speeds from Time Warner. Just in time for Charter to merge and royale **** us over afterwards.

Old speed: 15/1 (Not even considered broadband)
New speed: 60/5

Here's the kicker. They NEVER notified me or any customers in our area of the upgrade. My internet has actually decreased in quality and loading of YouTube and Netflix. The other kicker is that since they never notified anyone of these upgrades, 99% of people still "renting" a modem are on the old DOCSIS 2.0. I thankfully bought a Motorola Surfboard which is 3.0 compliant and because I didn't want to waste %10 monthly for "renting" a 12+ yr old modem.

Now to figure out why my internet is taking a dookie, yet speedtest, fast.com, and google video quality are all displaying the same up/down speeds.
