Default The Mail Experiment

The Setup

The letter was adressed from me (Philadelphia), to my girlfriend in NY.
39 Cents composed of one Quarter, one Dime and four Pennies were attached into the spot where a stamp would normally go.
An additional 5 cents (nickel) was attached at the bottom right corner of the letter as a "tip" to the postal worker.
There were two expected outcomes to this experiment...

A - The letter would be returned back to me for lacking a stamp
or
B - The letter would be sent to my girlfriend.

Here is what the letter looked like before it was mailed:

So... what do you think happened?

The Result

After around two weeks, my girlfriend ACTUALLY GOT IT!!!

So what happened with the letter? Did they take the 39 cents and glue on a stamp? Or did they just process it "as is" ? And how about the 5 cent tip?

The letter came inside of another envelope as so:

As you can see, the bottom right corner where the "tip" was is missing!
Here's a closeup:

The back of the envelope it came in had a sincere apology:

Liberated from: Mail Experiment!
