They only shift if you don't line up the hats properly. There is usually a notch or indentation in the hat where the top end of the spring is supposed to sit and IIRC, there is also a notch or indentation for the bottom too. Set the bottom part so the end of the spring engages the notch, set the top, compress the control arm to secure it all in place before releasing the compressor. Easy stuff.
