Because when you remove all the paneling, you will see that down below, where the radio is, is where all the mounting support is for a radio. In the upper area behind the cubby hole, there isn't any mounting support for DIN or Double DIN radios. Tablets are slim (not 6-12 inches deep like DIN radios) and are light so mounting them in lieu of the cubby is doable.

In cars that usually have large screen/large touchscreen head units, typically, the place where they put the screen isn't where the guts of the radio is. The screen area where you touch is usually just the slim screen and the place where you insert CDs and fiddle with all the buttons is where the core unit is. Presumably it is done this way due to space limitations behind the dash, safety, etc.
