I always call police when there's an accident and you're rear ended.
Reason being if you're rear ended, it's almost always going to be their fault (even if they say "you don't want your insurance to go up" which yours won't increase, because it'll be deemed their fault not yours.) Getting police involved makes sure they have a valid insurance because they can check on the spot. The flip side being they give you bogus info and you're left trying to find out the real info
