Actually this is incorrect. These are a tool to remove the rotor in case it gets all rusty and won't come off. Unscrew that screw and remove the collar/spacer, then screw it back in. It will push against the wheel hub and force the rotor off.

Yup, just remove it. I think it's to help at the factory to make sure they put the rear wheels actually on the rears, but I could be wrong... Been a while since I've looked at them, since I took them off when I put spacers on and never looked back.
