Yes, it lets you make minor corrections to the corner balance of the car to change which tires have the most grip. Basically used to shift the balance forward slightly to get better turn in grip, i.e. you're already in a corner but the corner angle increases slightly. You can also just lift but the brake "dab" is sometimes quicker.
