Every pump around here cuts off wicked early. I've driven both cars down way past 0. The Z ALWAYS stops at 17.5 and the Civic which is 13 gallons stops at 10.5. I have never had any spillover from pumping an extra gallon.

Then again, i live in an area where gas stations are thieves and even when you stop pumping, the price rises slowly every few seconds per cent. I've got 2 stations left in my city that don't do that crap. And yes, I've reported the stations multiple times for illegal price gouging.
