The reason for the $350 is basically insurance doesn't pay for the diagnosis. So typically what would happen is this...
Dealer starts tearing into car. This is screwd up, that's screwed up, oh look, tech has spent 4 hours looking for damage and found $5000 worth of work that needs to be done, but the car is only worth $4500.
Now insurance pays us for the car, and what does the dealer get? Nothing, because we didn't authorize any repairs. They aren't going to do that.
