I knew that too. Wanted to see his reasoning. Was being nice on how I asked the question.
The outside measurement don't always hold true with some rims. Rims with the lip for the clip-on wheel weight like he pictured, yes. But if the rim lip is smooth, they measure less. If you have rim locks. They measure even more.
