You'll need a Virginia fishing license. I believe you can get a temporary non-resident permit for the dates you plan to fish.

As far as the bite goes, I have had good luck with Senko stick worms and in-line spinners (Mepp's). A lot of it will depend on where on the river you are fishing. I think we'll have quite a bit of current by the BBQ site.
