I agree that chubs should be given a ticket. He called his "mom" and she sent a photo of the insurance card and he showed it to the officer. Turns out he's not covered under her policy. There should be additional penalties for deception. Be nice if the coverage and eligible drivers/vehicles could be verified on the spot.
This happened to me before when a lady rear ended my truck. She paid her first month premium and when she received her ID card she cancelled the policy, but still had the ID to use all year.

Something like this has never crossed my mind. How would you verify that she has coverage, then? Call the company and give them the policy number?
