I don't think they (most muffler shops) have the quality materials, quality welders and the skills to make something nice, clean and neat. Now if you want something far from neat, clean, symmetrical and so on then any "butcher shop" will gladly make one for you.
From previous experiences, any muffler shop in town is not capable of doing it at least with the amount of care and detail that our vehicles deserve.

I don't think this is the normal experience. I've had a local muffler shop work on previous cars and they have all the necessary tools and experience to handle pretty much anything I threw at them.
OP, they probably need to get a good look underneath the car to see what would need to be done. Make some time to take it there and get a quote. You can also get a feel for how the shop operates and if it's somewhere you'd want your car being worked on. Like POS VETT said though, it might just be better to get the pre-made axle back in the end as the price difference might be negligible.
