However, School buses mitigate this with flashing lights that are pretty high up in plain view. First yellow, so everyone knows that it's going to stop, then red so everyone knows it's actually stopped.
A more accurate comparison would be not with the bus driver who's job it is to stop and let out children, but rather with a selfish child that meanders forever slowly across the street while making everyone wait.....just for them.

No, now you're talking about a totally different concept. See below your statement earlier: "Either you are holding people up or not...."
Whether school buses are lit up like a Christmas tree or not, it's still "holding people up".
Your comparison has nothing to do with the original point.
