Agreed. Sounds like he unbolted your arm and then adjusted it. I would start over and find either another shop or another tech. I also agree that you should explain how to adjust before you turn the keys over to them and make sure they understand...

The only other thing I can think of is he didn't loosen all (3) of the 3/16th allen heads and was bottoming-out on the adjuster.

Last thought is I would set the arms as close to stock distance and then adjust from there. I am not sure how you started with -4 degrees to begin with. That is close to the limit of adjustment anyway.
