True, but here's the thing: from the point of view from an LEO, since the LEO didn't actually see what had happened, s/he wouldn't be able to determine who's at fault (based on this picture, it could go two ways where it could have been either of the vehicles at fault). without actual proof, and if on private property, it would be a civil matter, not criminal (i.e. vandalism). i get your logic of negligence, however, unfortunately, it's not a crime to be dumb. no doubt damage was caused, however, there are always two sides to a story, and then there's the truth.
