Yes, there is a flash, however, sometimes, depending on light conditions, the flash may or may not occur, but the camera will capture any violations. honestly, i just try to avoid red light intersections at all costs, whether it be taking the backroads even if it is longer, or going through the intersection and making a u-turn. as far as right hand turns, technically, you have to stop prior to making the right turn, however, there was a new statute, Mark Wandall Traffic Safety Act (316.0083), that states, "
A notice of violation and a traffic citation may not be issued for failure to stop at a red light if the driver is making a right-hand turn in a careful and prudent manner at an intersection where right-hand turns are permissible". To me IMO, this means you don't have to come to a complete stop if it's safe for you to make the right turn. But I personally wouldn't take that chance. Also, it is illegal to make a right turn only if there is a sign that says "No Turn On Red".
