Bought these

Clearly states...
"New, I bought them for my car but then ended up getting rid of it before I put these on."
So I bought them..agreed on fair price since they didn't include the tips.
These finally arrived today and not only were they not new, they were scratched up from being installed, dirty as hell from exhaust soot, and doesn't have any mounting hardware.
Well, I should have done my homework.

I've already opened a Paypal claim because he's obviously not honest and despite sending an email asking for a refund I'm not wasting any time.
