Rusted rotors are normal. They are made of cast iron and will rust in humid conditions. Driving and using the brakes is the best way to remove the rust.

Some replacements have paint applied to the non braking surfaces: which is all I would recommend painting. Enamel paint intended for high brake temperatures is the best product to use if you would like that look diy.
