Well that depends on what you mean by "things". A front plate is as simple as putting the plate on and flagging down any cop (or going to your local police station) and having any cop sign the ticket after they look at the car. For my front plate violation, I pulled up to the station, got out and stuck the front plate on (velcro), went in and got a cop who barely stuck his head out the door, looked at my car and signed the ticket. I then left, pulled the plate off the car and got in and off I went.

Now if you have a non correctable violation such as modified parts (exhaust, catalytics, etc.) that require you to visit the state referee, then yes, you won't simply get the sign off until they do a visual (and sometimes smog) inspection of your vehicle. Mostly riced out vehicles get those kinds of violations. Cops won't bother with a higher price point 370Z. Thank God too because I got all sorts of violations... haha
