I'd prob agree but you'd have to do one test to prove you right or wrong. These aren't going to show up on a dyno but could in the real world. A dyno can't generate the air speed but a rolling road can. You'd have to do a 50-100 and time it. Install these and do it again. I bet you do see a drop in time which would equal a HP increase from the ram air effect.
