Not every body knows the set up is staggered. Even a shop with some new apprentice could screw it up.
Obviously it has happened before, if they had to go to the trouble of putting it there.
I can see it happening on stock wheels. If one did not pay attention, the stock fronts look pretty similar to the rears.
For aftermarket wheels, if you owned concave wheels or wheels with a huge lip, you would never need those because it is easy to tell which one is which.
