surprisingly, our local DMV Mount laurel. NJ are actually pretty friendly, and there are hardly any lines most time's. the most i have spent there is 30 minutes, but i have never done any car stuff, just my license.
either way, i'd still prefer to just have the dealership handle all that, but thanks for the heads up
