Agreed. Although the number plate on the front of the car is the best reflecting surface for radar, it has nothing to do with its
optical reflectivity. The flat surface is all that's needed.
There might be some benefit to befuddling
laser reflectivity, but since it's just the numbers and not the entire flat surface I would guess it might be just a minor reduction in range, if anything at all.
