Back when I had my first car, I would let Walmart do the oil changes. They once "gifted" me a filter wrench. When I got home after a change, I noticed that the hood was bulging oddly on one side. When I opened it up, there was a filter wrench just sitting there . I think my father has it now, I'm not sure.

There is technically NO need to fill a OIL filter with oil before putting on. You can put the filter on, then start the car, wait for the oil pressure to hit where it would normally sit. Shut her down, wait a good 10 mins for the oil to collect in the pan again and top her up the 1/4 quart or however big the filter is. This is a SOP for everything I have worked on, never had an issue.
Fuel filter is ENTIRELY different. YOU MUST fill the filter, else you are flushing out the injectors. So a note for people with diesel.
