I hate that homeowner's insurance doesn't pay for "preventative" tree removal. You have to wait until it falls and damages something. That's just dumb.

Agreed, but it seems you need a lot of luck finding someone that will do anything, anyway! I had a hollow crab apple tree that I tried to have cut down for 2 years, I could not get anyone to call me back. I called 4 places, all "real" businesses in the phone book. Those places all want "I need someone to save my precious tree, here's $100 a month to come and spray for insects" business, they don't really want to cut down your tree.
Finally it fell down and IPL had to come and cut it up and I stacked it up in the side yard... Then some guy with a chains saw and a truck asked if I minded if he cut it up and took it away.
