Most mobility impaired folks in Charleston are probably smart enough to not park on the upper levels of a parking garage (hence, no need for handicapped parking spaces or an elevator).
Perhaps you are a mobility impaired moron who was denied entry to the Citadel (can't imagine why) and aren't smart enough (big surprise) to park on the first level of a parking garage so that you don't need to use an elevator.
