You need a voltmeter and either the Owner's Manual or the FSM. You can buy a cheap VOM at most auto parts stores, hardware stores, Wal-Mart, &c. If you don't have an OM/FSM, you can download one.

Turn the car on and check for voltage at the socket. If no voltage, look up fuse location in OM/FSM and replace. If you have volts at the socket, check the device(s) you are plugging in. My bet is on the fuse.
