The black clips secure the license plate itself (I was incorrect about not needing them). The white anchor is similar to a drywall anchor as you push it through the dimple holes you drilled out (with a 3/8" bit) then when you run the screw down it pushes out the middle flange of the white anchor, engages into the threaded part of what now becomes a "T" and cinches down on the back of the front bumper. I added more photographs to the
