You should definitely get yourself a set of metric flare nut wrenches ... otherwise you risk "rounding" the flare nut(s), which will only add to the difficulty of loosening the nut(s) as well as re-tightening them into the new block. The nuts can be torqued quite tight from the factory. It can be difficult to get enough leverage with the flare nut wrench only because of the short length. You can try inserting the free end of the flare nut wrench through the open end of a large box end wrench (17-21 mm) and manoeuvring the box end wrench to give you the added length and leverage needed ... or if you have a short length of pipe that you can place over the free end of the flare nut wrench to get the needed leverage you should be able to apply enough force (gently) to loosen the nuts. I just switched the stock brake lines on my Xterra over to SS lines this weekend, and I had to use a pipe and flare nut wrench "combination" to gain enough leverage to free up the nuts. Also, when re-tightening the nuts, you can simply use the flare nut wrench to achieve the needed torque. Don't over-torque the nuts; otherwise, you'll strip them and then your troubles will really begin! Trust this helps.
