No, I wouldn't say it is unsafe per se, but it is unhealthy for the car's brake system. The pressure in the brake lines will be pulsing as the pads try to bite down on the warped rotors, which accelerates wear and tear. Also bad for the pads, of course. When you have the rotors turned or replaced, the pads must be replaced as well.
